Transportation Development Plan

We’re planning for the future and improving transit in the Santa Clarita Valley.

Welcome! Thank you for visiting the Santa Clarita Transit 2023 Transportation Development Plan project website. We are undertaking a new Transportation Development Plan and need your help in shaping the future of transit for our community.

What is a Transportation Development Plan?

A Transportation Development Plan (TDP) addresses the transportation needs of the growing Santa Clarita Valley (SC) community, both now and across the next 10 years. We are analyzing the current transit network, travel patterns and demographics, and asking for input to better understand where and how we can improve the transit network.

We are seeking input from our riders, bus operators, and residents of the four incorporated and three unincorporated areas of the Santa Clarita Valley to better understand the community’s mobility needs and how we can meet them. This project will build on the City’s prior TDP, completed in 2019, and serve as an update to that plan.

Why is the City updating the Plan?

The community has continued to change and expand since the last TDP and additional residential and business developments have been completed, or are under construction, across the Santa Clarita Valley. Additionally, the COVID-19 pandemic has altered the way many people work and commute and impacted how and when people ride public transit. Now more than ever, we need to ensure public mobility options reflect the needs of our residents, visitors, and commuters.

The primary goal of the City’s 2023 TDP is to develop a plan that will guide public mobility investment over the next ten years. We want to ensure that newly-developed and changing areas of the Santa Clarita Valley are served effectively by transit and that future operating and capital investments utilize available funding efficiently and responsibly.

What is the project schedule?

The TDP process began in August and will continue through July 2024. The project is organized into three phases: collecting input and conducting our analyses, developing a Draft Plan and sharing it with the community, and finalizing the plan.

Mar. – July 2024
  • Analyze current SCT service, community mobility needs, and planned future development.
  • Collect public input.
  • Develop recommendations for future transit service.
  • Share draft TDP with community and collect feedback on the plan.
  • Refine draft TDP based on community conversations and feedback.
  • Present Final Plan to City Council for adoption.

How can I get involved?

We will be conducting two surveys this fall to learn more about how current riders are using the system, the community’s mobility needs, and how we can improve SCT’s service. Your feedback is important!

  • Fall 2023 Onboard Rider Survey: As part of the TDP, we will be surveying riders onboard our buses. If you see one of our survey staff, please take a few minutes to complete our survey.
  • TDP Community Survey: We will also be surveying the community at large to learn more about how we can better serve you. Paper surveys will be mailed to randomly selected members of the community and paper copies will be available at our Transit Maintenance Facility at 28250 Constellation Road, Santa Clarita, CA 91355.

Everyone is welcome to take the survey. Check back here for the online version of the survey after we launch.

Lastly, if you would like to provide other feedback outside of our survey or are unable to take the survey, please email us at [email protected] or call us at (661) 294-1BUS (1287).

Where can I find the previous TDP?

The City formally adopted the prior Transit Development Plan in May 2019. The full report as well as supporting appendices can be found below:
